State Investigation Leads to 25 Arrests in Catfish Poaching Case in Multiple Counties including Powell County

Hundreds of Charges are Expected

FRANKFORT — A months-long state investigation has resulted in 25 arrests across Livingston, Marshall, Boyd, Bath, Lawrence and  Powell Counties connected to widespread catfish poaching and illegal pay lake operations across Kentucky with hundreds of criminal charges are expected to be brought against those arrested, the Kentucky Department of Fish and Wildlife Resources (KDFWR) announced Tuesday.

The arrests stem from a 10-month, multi-agency investigation known as Operation River Raid, which officials describe as one of the most significant illegal wildlife harvesting cases in recent state history. According to KDFWR, the investigation uncovered the illegal commercial harvest of catfish from public waterways and their subsequent sale to unregulated or unlawfully operated pay lakes.

Officials say the illegal activity harms fish populations, undermines legitimate businesses, and threatens the long-term sustainability of Kentucky’s natural resources.

Operation River Raid involved extensive coordination among multiple agencies, including KDFWR game wardens, state fisheries division employees, and district and circuit courts across several counties. Investigators relied on surveillance, intelligence sharing, and field inspections conducted throughout the state.

Due to the ongoing nature of the case, KDFWR said specific names and detailed charges are being withheld until court proceedings are underway. Authorities believe the investigation could ultimately result in hundreds of charges related to wildlife violations and unlawful commercial practices.

“This case sends a strong message,” said Maj. David Marques, assistant director of the KDFWR Law Enforcement Division. “If you profit from poaching or operate outside the law, we will find you and you will be held accountable.”
